<p>That’s true that the UC system is public and that it should be servicing CA people. Just as a side note though, the UC system was primarily established to focus on the top 10% of CA HS graduates (not indicative of the entire graduating population) as compared to the CSU system. Generally, the distribution of UC enrollment somewhat resembles that of the overall top 10% of HS or transferring class.</p>
