Why don’t new Puerto Rican residents have to pay Federal Income taxes on capital gains?

“According to the new counts, Texas will gain four seats, Florida will gain two, while New York and Ohio each lose two. Fourteen other states gained or lost one seat. The gainers included Arizona, Georgia, Nevada, South Carolina and Utah; the losers included Illinois, Louisiana, Massachusetts and New Jersey.”

<a href=“Census Gains for West and South - The New York Times”>Census Gains for West and South - The New York Times;

From my previous link…

page CRS-6.

I would like to see the SS numbers…

“Defense and SS are the two biggest items in the budget.”

Social Security isn’t in the Federal budget.

“According to the new counts, Texas will gain four seats, Florida will gain two, while New York and Ohio each lose two. Fourteen other states gained or lost one seat.
That doesn’t mean that old people are the ones moving to those states.

It’s obviously advantageous for already wealthy people to move to states with low or no income tax, but those states are pretty lousy to live in if one is poor and need social services of any kind.

[Paulson Said to Explore Puerto Rico as Home With Low Tax - Bloomberg](<a href=“Bloomberg - Are you a robot?”>Bloomberg - Are you a robot?)

It is interesting about Puerto Rico. So they are their own nation for federal taxes?

"That doesn’t mean that old people are the ones moving to those states. "

It means people are moving. A lot of people have to move out of a state to lose one rep. They cant all be wealthy which would mean the state income taxes would have dropped a lot.

I don’t see this correlation between the elderly and which states suck up federal revenue. Maybe somebody can point out the correlation.

In MA, it’s a lot of more blue collar folks that can’t afford the COL in MA. You have a lot of highly-educated folks moving in for high-paying jobs which puts pressure on those that aren’t making as much. Fortunately, there’s replacement with the college students that arrive every year with many deciding to stay after graduation.

Yes, some people are moving but also the demographics in those states are different than in the northern states - for instance there are many more Hispanics and they have the highest birth rate among all demographic groups - although since the recession there has been a steep drop off.

Children are counted in the census and census figures are what determines the number of Congressional seats in each state. I also believe the populations in those states are, on average, younger than in the states which are losing populations.

Take a look at table 3 on page CRS-10.

Region Population 65+ in 2000 Population 65+ in 2005 Growth Rate (%)
Northeast 7,372,282 7,451,769 1.1
Midwest 8,259,075 8,443,504 2.2
South 12,438,267 13,314,798 7.0
West 6,922,129 7,580,042 9.5
Total 34,991,753 36,790,113 5.1

The two biggest sections of the Federal budget are SS and Medicaid (defense is third), which primarily flow to the elderly.

“The two biggest sections of the Federal budget are SS and Medicaid …”

Again, SS is not in the Federal Budget and medicaid is for under 65 yr. old people.

I saw the growth rates but I looked at the absolute numbers also.

California and the northeast have been getting sucked dry for a long time.

I meant Medicare.

Emilybee, nice link.

“A difference which makes no difference is no difference at all.”

I suppose it doesn’t make a difference to someone who doesn’t understand the concept of federal money going from the rich states to the poor states. Money going to social security recipients is not counted as federal $$$ going to those states. If it was they’d look like worse moochers than they already are.
