<p>for the Johnson question…Congress passed the Tenure of Office act to get JOhnson out of office. Of course, then Johnson goes and fires the Secretary of War or something, so Johnson is impeached for violating the act, but he is not removed from office.</p>
<p>The spoils system meant that a president puts his friends and supporters in public office instead of choosing people based on merit. I think Andrew Jackson really used the spoils system to his advantage.</p>
