ACT of 32 will open a considerable number of doors - more than a 1200 SAT. Why not just report the ACT?
Your GPA is not awful, 97 soph, 94 Jr year. Frosh yr can be discounted because of considerable improvement.

Have you done any research on good but not elite schools with engineering/comp sci focus? There are a considerable number of them, including RPI, RIT, WPI, CMU, CWRU, instate options like Stony Brook, Buffalo. lots more to consider…
