They do in the case of OP - an international student whose transcript grades are based on IB scores.
They do not make it an explicit condition as UK schools do, but all offers to T20, for everyone, are conditional. The difference is the offer to the OP, if there is one, is based on predicted scores.
Regardless, for the overly dramatic (IMO) OP, a 39 vs a 40 well not be the difference between acceptance and rejection. And forget trying to spin a 41; there is no IB superscore. Don’t think you can have it both ways.
