Also, be sure to explain this change in gpa somewhere on your application, maybe add a comment. Worst case scenario - email them, apparently UCs are big on communication (well, some of them are).
You might still have a fair shot without tag, especially if you have/will have all of your major prep completed. With UCs you never know. There were some people in the last year threads that got in with 3.0 and some that got rejected with 4.0. Almost random.
