I also didnāt receive that email.
I believe this email was sent to URM applicants.
The only reference I found to @HaroldBenny 's info was a facebook post:

Guys, does BU meet 100% of demonstrated need for international students too?
@wornoutwaffle No, BU states that is only for US citizens and permanent residents. Even then it is BUās determination of need, not the studentās.
Well, I just got an email saying decisions will be up on the 21st.
Thank GOD BU is the type of school that tells you exactly when decisions are coming out. Iām most likely getting rejected but it is still so nice to know!!! I got that email as well.

Honestly not expecting to get in this is a reach school for me. Already rejected UNC UMD and waitlisted for Clemson and UConn. Accepted into TCU, Penn St., Loyola Marymount, Ithaca College, Marist College, and Siena College.
Thanks @HaroldBenny for posting the stats from the Email. Few things stand out:

Per fall 2018 BU Common data set , 3,611 students enrolled. But this year they want to enroll only 3100 students? That is not good news.

If 50% of these 3100 seats are filled from the ED application pool of 5051 applications, acceptance rate for ED applicants is more than 30%.

There are roughly 56,000 applications from the RD pool. We donāt know how many will be accepted. If we assume a yield of 15%, around 10,300 will be accepted from RD pool. That is 18% acceptance rate. If we assume the yield is 25%, they will only offer 7750 acceptances, making the acceptance rate for RD applicants 11%. Yikes! (I am not even including anyone deferred from ED pool while calculating the total RD applications)
When are people accepted into the Kilachand Honors Program notified?
