As mentioned above, you might look at University of Rochester. Solid academic school with music (noticed your EC included jazz etc) and a D3 team that probably could use some talent. They do offer merit, but unsure if it will get all the way down to $60K, but a bunch of your list don’t offer merit at all so you’d be full pay if you don’t qualify for need.
