All the campuses are ABET accredited which is important as a Civil Engineering student, so the curriculum will be the basically the same. Any of these schools will give you great education so it my come down to costs and social environment. Cal Poly Pomona has the same hands on/learn by doing philosophy as SLO but all the Cal states are geared to getting students out into the workforce.
I would look at each schools 4 year plan course requirements along with their electives to see if one school has courses of interest over the other.
