a lot of kids have a rough patch at the start of college so my advice would be to first give it some time to see if you really want to xfer.
That said, it is possible to xfer after this quarter. You can’t enter a UC until you are ready to enter as a junior. Being a junior is based on number of units you have, not time. As for credits, go to ASSIST and see what community college classes map to what you’re taking, then see on ASSIST if those community college classes map to something the UCs give credit for. For financial aid, go visit the office at CPP to see what they say about your obligations so far.
If you earn more than 30 semester units at a CC and it is the last college you attend, then you get the same priority as someone who has attended nothing but a CC.
Also look into the TAG program which is a guaranteed admission to some UC campuses (but only for some majors, depending on campus).
