Yes, she can! There are a lot of students at UCSD who graduate on time after a study abroad. If she looks at the UCSD Programs Abroads Office’s website and/or visits the International Center fall quarter, advisers can help her tailor a plan that allows her to go abroad. Students typically travel their junior year, so she would probably have fulfilled most of her GEs by then anyway.
