I would decide what is your major focus and start with that when picking a college list. Then, once you have a list, dig down into the requirements for each. It is really going to vary by school.
The hardest part is that engineering is usually a pretty lock-stepped program without a lot of free electives and sometimes fewer gen eds. For instance, at D’s school, the college of engineering only required 1 year (or equiv) of foreign language while Business School required 2. D was double major but within same college and so all the gen eds were the same. Her RA freshman year was a double major engineering and music performance which were in different colleges - he did it by basically taking massive overloads (21 hours) each semester. These are the questions to ask when you visit colleges.
So I think you’d have a tough time but not impossible. Other factors would include number of AP/IB credits a given school will let you use which can open up your schedule. In example above, if you exempted FL completely with AP then it wouldn’t impact you that you have different requirements.
Why do you want to do this anyway? Just another note, if this if for grad school reasons, most care about actual courses, not that you have a formal minor or major. For instance, if your goal is MBA program that requires accounting background, they won’t care if you have a major or minor as long as you have particular classes. If this is just because you interested in it, then taking 12 hours for own enlightenment may be enough instead of killing yourself to get 18 hours for minor. (or whatever your school requires).
