I do not know if Waterloo has full scholarships that cover 100% of the cost for international students. The last time that I checked (which was a while ago) the University of Toronto had a very small number of Lester B Pearson scholarships that do cover the full cost for a few international students. However, these are exceptionally competitive (probably on the level of “admissions to MIT or Stanford” competitive), and I am pretty sure that you need to be nominated by your high school. I am guessing that students ask their high school to do this.
Any of “Lester B Pearson scholarship”, or admissions to “MIT, Stanford” as an international student are the sort of thing that is tough if you are one of the top 2 or 3 students in your high school (and almost impossible otherwise unless you have something else that is very important). However, I do not know how your grades compare with others in your school system (93.6% probably would have been the #1 top student in my high school, and probably would not have been in my daughter’s high schools, although it is still very good).
To me it looks like there is a good chance that you will see a few rejections, and a few acceptances that are not affordable. I am hoping that you will also get at least one acceptance that is affordable for you (and preferably more than one).
Rochester might be one of your best chances for an affordable acceptance. Unfortunately I do not know it very well.
