OP, you have a great resume and yourGPA after your mom’s health drama is excellent; I think colleges will competely understand why your gpa was lower that year. Keep your grades all As this semester.
I think you have a decent chance at a top school(of course they are reaches). I can tell from your writing “why” you do your ECs: that’s great, plus be sure to highlight the impact you have made.
Spend a lot of time on your “why-us” essays —dig in and show you “fit” each school. Prepare a good list for RD in case ED does not work out(but it just might!)
Others beat me to it: please consider Penn! ED wherever you want but add Penn to RD and I agree what about JHU? And of course more matches and safeties for RD.
