Having low grades that you improve on is not considered a hook. What is your unweighted GPA? OOS acceptance is to UMich is very competitive (~18% acceptance) and international may be even more competitive. I would say your chances are very low.

Also don’t send official AP scores to schools until you have been accepted there. Sending low score can in no way help you and most school don require you to send official scores for admission and it is usually optional that you self report.

I don’t know what my unweighted is but its prob around 3.6-3.7 range. Yeah, I regret sending those low AP scores, made a mistake.
