Thank you all for great advice. Yes, we will anyway apply all UCs, I forgot to include it. For CSUs, since they only look at GPA which disqualify us for most of better schools. We are fine to go with ASU if no other at least one tier higher options. We do think ASU is a decent choice and also close to home.
For his GPA, he has dip in 10th grade and then bounce back at 11.
BTW, we also consider TAMU.
