We may have to agree to disagree here @circuitrider.

But having just gone through the aid process for Wesleyan, the way I am interpreting this and from having used the calculator and having an aid offer in my hand is this, as the site says, aid is very limited and to the best of my interpretations what we were told was that they often divy aid amongst Intl applicants, even before students are considered for admission, we were given the impression that the offer/need was considered BEFORE the application was finally determined admit or not admit, thus we interpret as NOT fully need, indeed the admissions officer advised we not expect full need to be met, which when we got the offer, it was NOT.

So @circuitrider may know different, but 6 months ago for Class of 2018 that’s what it was!
