Cornell has no ‘state’ schools. They have schools receiving state funding, but they are not entirely funded by the state, therefore they have considerable leeway in their admissions. I agree with @bawbroncos21 - that given two identical candidates, the in-state applicant may get a closer look. Dyson is incredibly difficult to get in. It is best to submit scores if you have them. Students with scores will be considered more heavily than those without them- regardless of what they say.
