Your advantage is that you have completed all the prerequisites. CPP, like most other universities, like that a lot. Your disadvantage is that your GPA is on the lower side. I am a Fall 2016 EE transfer and when I attended the transfer orientation back in June, several of the guys next to me were ME transfers. Their transfer GPAs where all around 3.8 or so. As I am sure you are already aware, getting into any impacted engineering program at CPP is very tough. Everyone in this area wants to transfer to CPP because of the strength and reputation of their engineering program. ME is statistically the toughest with EE following closely. If you can get your GPA up to 3.3ish you might have a fair chance. Consider other schools to be on the safe side as well. I hope everything works out for you.
