Yes on @one1ofeach advice to get your parents involved. And BTW, prep schools have definitely dealt with reluctant recommenders. But an entire school policy sounds like a parental involvement thing. (If it’s just your English teacher, then often a history teacher can sub, but this doesn’t sound like this is the problem.)
