<p>i think you are definitely a candidate for admission, if you can get your SAT to 2100 like you said then you boost your chances a lot, the 540 score is hurting you at the moment. to answer some of your questions, i am pretty sure for cornell you must apply to a certain school (argriculture, arts science, human ecology, etc) so that is essentially like picking a major. maybe you might want to apply regular to solidify your SAT/ACT scores, might be risky sending them in without knowing your score? </p>
