my guess is that Purdue would be more of a target (not a safety), and UIUC and UT Austin would be reaches (not targets)

as long as you realize the Ivy League (and some other) schools do not give merit scholarships

and Purdue, UIUC and UT Austin are also unlikely to provide much (if any) merit money.
