Do you know your budget? Will you qualify for need-based aid or if not, do you need merit scholarships to meet your family’s budget? My feedback will depend on those answers (I hope I’m not just missing that in your OP) 
It’s great you have a safety you’d be happy attending! That makes the rest easier, but we need to understand affordability as well as the chance of acceptance to give the best advice. 
ETA: For example, UNC can accept no more than 18% OOS students in the class (mandated by legislature) and they offer little financial aid to OOS. UVA takes about 1/3 of the class OOS and meets need… so that’s a better reach option for acceptance and need based aid.
