That makes a big difference.
you can use this tool to see admit rate by GPA band for each UC. You will note that UCLA and UCB reject more than 60% of applicants with a 4.2+ UCGPA. They will be a coin toss at best.
with a 4.23 capped UCGPA, you will probably get into Santa Clara and the rest of the UCs but, CS has gotten really selective. If you are set on that major, apply very broadly. I wouldn’t consider UCSC a safety. I’d add SDSU and CPP as safety options with very well respected CS Programs.
With single digit admit rates, Stanford and CalTech are reaches for everyone.
I don’t really know enough about the OOS schools to give you a real sense of your chances.
Test blind UCs and CSUs makes things really hard to predict. Apply broadly and good luck.
