Her ACT is certainly not low, but for USC, who prefers the SAT, it is.

USC accepts either the SAT or the ACT. There is no preference at USC for one over the other and applicants may submit one, the other, or both the ACT and/or the SAT. However, more importantly, USC, at least in our area of CA, has not taken ANYONE with under a 4.0 unweighted in years.

This is not correct. Please refer to the stats threads for THIS admission cycle for many examples of students not only admitted, but selected for USC’s highest scholarships with unweighted GPAs below 4.0. Then refer to the stats threads for the last several years for many more exapmles. The average GPA of admitted students is currently 3.8, which indicated that indeed, many students are admitted who do not have an unweighted 4.0.</p>
