I think this student has a good sure thing that is affordable in UF. I don’t know enough about the FL universities to know whether this is direct admit to CS or not. Someone else will need to comment on that.
The reason why im unsure is because for example someone from my school with a lower sat and similar gpa to me and some internships and other ecs got into Stern but someone i know from oregon who had STS finalist, USAMO Bronze, and High GPA and SAT, Good LORS/Essays, Similar Dems to me, and Research at California School got rejected everywhere except for their state school and Berkley
Since debating is disallowed on CC, I’ll move on from this point after this comment.
CS admissions is what I’m most familiar with. I’m speaking not in terms of averages, but about this particular OP with his published research and non profit leadership, etc. vs being an unhooked ORM at the high reach schools.
OP is free to make his own decision regarding whether it makes sense to include these schools in his list.

That’s great. Perhaps you can suggest some more target schools for this student.
OP hasn’t asked, but: Rutgers, Penn State, Stevens, UMass Amherst and Stony Brook come to mind.

Your unweighted + .5 for Honors, + 1 for AP.
