you seem like a pretty strong applicant with a good shot at all of them. obviously there is no way to know how the test optional thing will affect you, if at all. a few years ago I would have called GW a sure thing for you, but times have changed. I still think if your essays and letters are good, your course rigor and GPA seem high enough to make GW a likely and BU a match, with NYU pretty much a reach for anyone.
