The OOS scholarships are competitive, I’m not sure what stats would be required to be awarded one of the scholarships.
UF has three levels of OOS scholarships:

Gator Nation $20,000 (32 awarded)
A total of 93 awarded compared to 773 admitted and enrolled OOS students in 2015.
