Only possible if you embrace the 2+2 system (first 2 years at a smaller “branch” campus then automatic transition to UP for the last 2 years if you have the requisite GPA - students with a HS GPA 3-3.4 tend to be admitted to a branch campus of their choice, 2.7-3.0 only to the less selective ones. You can increase your odds by applying directly to a branch campus - don’t even bother with UP - choosing either Abington if you plan to go home every weekend or Altoona if you plan to spend your weekends at University Park. Submit your SAT score+send your app by tomorrow; fill out your STARS (ex SRAR) as soon as you can, hopefully by the end of next week, since it takes a while for them to process it and you definitely want your application considered in the priority round. You may want to check Summer for better odds since you’re applying for Smeal, one of the most selective colleges. You can actually increase your odds by applying to Abington or Altoona for Agribusiness, which has excellent professional outcomes.

I would recommend Albany for a reach, perhaps 4 from Oswego, New Paltz, Alfred, Fredonia, and Plattsburg (all of these have business or Finance, and you’d have a shot; if you apply to these SUNYs you would be sure to have one solid admission).
Remove all the unreachable reaches from your list and replace them with a few others, such as these.
