Both Northwestern University and Vanderbilt University offer need based financial aid to international students. Admission is on a “need-aware” basis. Northwestern’s financial aid to international students covers 100% and does NOT include loans–just grants (which do not need to be repaid).

CMU School of Music may be different regarding financial aid to internationals. Need to contact the School of Drama & Music as this may change.

Call to confirm availability of bagpipe scholarship availability.

Also, there is a special scholarship for students of a specific country–but this does not apply to the OP.

Tobba: Northwestern University does offer extremely generous need based financial aid to international students. Admission, however, is done on a need aware basis.

CMU is more difficult to decipher so you probably need to contact the CMU School of Drama & Music if interested. Yesterday, I found a CMU financial aid page which I cannot locate today which noted that there are different financial aid/scholarships from The School of Music.

Whether or not your bagpipe skills will pass audition is another factor to consider.

Regarding financial aid for international students at Vanderbilt University:

Correct, just not for international transfer students, which is the case here. This is per their websites, btw.
