@nikkimmm678: The transfer GPA’s cannot be applicable for Freshman applicants, since the UC’s use a weighted GPA for Freshman and not for Transfers.

In General, CS will probably the most competitive major in which to apply for all the UC’s and Cal states. Econ can be competitive at several of the UC’s and a few Cal states.

Here is the 2020 UC GPA capped weighted averages and their 25th-75th percentile ranges to see where you stand.

Since the Cal states and UC’s will be test blind next admission cycle also, GPA will have a huge impact.

What is your local Cal state? That is where you get priority as an applicant and could be considered a Safety school.
