I would say yes.
If a student has a 3.92, then she has a higher GPA than 75% of applicants. Completing all required and recommended courses definitely improves her chances. Note that being at the 75th GPA percentile doesn’t translate to having a 75% chance - but if a student has a 3.93+ GPA and has completed all required/recommended courses, she will have a very strong chance of being admitted.
If she has a high GPA, though, she might want to consider applying to Cal’s CS major instead of EECS. Being situated in the Bay Area is, naturally, a fantastic advantage for being employed in the tech industry (assuming that’s what she wants to go into).
