It looks like based on the 1400+ SAT combined with the high class ranking/GPA that she should be auto-UHC eligible. This means that she doesn’t need to ask permission to sign up for UHC classes or housing, she can simply choose to do so right away. Also, that should allow her to be eligible for more scholarships which come from UHC.
But as @hailtopitt1787 said, even if she is not auto-UHC eligible, nothing is stopping her from doing any UHC-related activity (class, club, or housing). She simply has to ask for permission first.
