This is not really true what they are saying about bizecon. It is not flat out IMPOSSIBLE.

You can bother enough people to get what you want done as long as you have a good reason. I am not saying that switching into biz econ is easy or will be done for you, but if you have a good reason, see the dean of economics department enough times, have the preqs done, etc. you may be allowed to change into biz econ. (i have seen it done b4 by transfers- it is a rare occurance though)

Just so you know however, your business opportunaties upon graduation with a psych degree with accounting minor from UCLA are just as good as a bizecon degree with accounting minor from ucla. Really the accounting minor is what sets you to get into TOP4 and the like.

The accounting minor is difficult to get into b/c it requires certain grades in preq courses

BTW you can exceed 216 units as well, same thing, if you need something done there are always ways around it. I knew a guy who graduated double major/double minor with 246 units.

edit: i was accepted as math/econ, i wanted to change to econ (but eventually changed to something else altogether) - they told me that they do not allow the changes, but after a long email discussion of it they said they would let me if i had done xyz… basically if i had the preqs and grades from CC that would have been on par with the accepting class of that year.
