No - but UNDERGRADUATE research is different from research in general.
Universities with graduate programs are likely to favor graduate students (logically).
Honors programs may emphasize undergraduate research.
Top LACs hire researchers for their ability to involve undergrads.
R1 universities will have the highest research output (which may or may not involve undergrads in a significant role and may or may not involve top researchers teaching undergrads).

- College of Wooster
Not one of these is probably on your radar as of now, yet all support undergraduate research, including poster presentations at conferences and publication when deserving&relevant.
