They call it their Iowa Promise/Freeway Scholarship and it only applies to Iowa, Minnesota, Illinois, Missouri, Nebraska, Wisconsin and Kansas. The final price is slightly below flagship for some of the states, slightly above for others, but in any case pretty close.
