Also, a lot of public and private universities offer automatic merit aid based on test scores/grades as well as talent scholarships that you may be able to stack and it may end up less expensive than in-state tuition. Also, some regions of the country offer special tuition rates for neighboring states. An example of this is WUE (Western Undergraduate Exchange) where some western region schools offer discounts to other states, but may be based by grades or major. I know there are others.
University of Utah gives you the opportunity to establish residency over your first summer and then qualify for in-state tuition.
Bottom line, don’t assume in-state is your lowest or one of your lowest options, although you may quality for in-state scholarships/grants only by going to school in your state.
