As everyone has said, IGETC is a curriculum, or list of classes you complete while at cc in order to transfer to a UC or CSU. The requirements for USs and CSUs differ slightly. If you follow this curriculum then you know you have finished your general education requirements when you transfer and the University will not have you take any additional general education classes, the classes students take as freshman and sophomores at a four year university.

The TAG is an application/agreement with one UC campus that if you follow/adhere to you will be guaranteed admission to that UC. They do vary slightly as others have said.

I am a transfer student going to UC Davis this fall. I followed the IGETC plan of classes so that I knew I was taking the right classes to transfer. I also completed a TAG application for Davis last Sept. With Davis they actually let you know in Nov. if your TAG has been approved. If it has then you just finish all the classes that you had put on your application and your admission is guaranteed. So I knew I was in at Davis before getting my acceptance email in April. Hopefully you will have decent counselors at your cc (I had great ones) that can guide you through the process.
