Would an art class such as graphic design by counted in the UC gpa calculation?
Yes. UCs require 1 year of visual or performing arts (VPA) so you will want to include this class. If you are a CA resident, you can confirm through the ucop.edu website by looking up approved the a-g courses of your High School.
as stated above, look at the approved a-g list for your HS to make sure if the class is listed. If it is, you would list the course in your a-g part of the application.

If you are not a California resident, then there is no “official” a-g course list but Graphic Design should still be considered a VPA course to fulfill category F. It does depend on the course description and if it fulfills the F requirements outlined by the UC’s.

Note that you need “One yearlong course of visual and performing arts chosen from the following disciplines: dance, drama/theater, music, interdisciplinary arts or visual art — or two one-semester courses from the same discipline is also acceptable.”
