It’s a shame you were waitlisted because your Gpa is high, but it shows how much they honor the local admission. I was accepted as a psych major with a 3.06 and same grades for the golden 4.

No it’s definitely the college. For junior transfers, you must complete all of your units at a community college in your local admissions area in order to be considered local. You are thinking of freshman admissions.
