<p>yes exactly. in the past people have been rejected even when offered a chance to apply for the scholarship but that is very rare.</p>

<p>the process is different for each school; for berkeley, they ask you to come for an interview, whereas UCLA asks you to write a couple essays. UCLA selects the top 1.5% of applicants to do this application and then at most 100 in the world are selected for the scholarship itself. (100 out of 55,000 is pretty damn prestigious).</p>

<p>nevertheless, it does mean you’ll get in.</p>
