<p>Just returning to with a caution: Do not binder clip the wires of the lights. That could be dangerous. I use binder clips for many things (used a bunch at the Girl Scout Recognition event this weekend–mostly to hang the banners on the stage), but you do not want to clip the wires.</p>
<p>Also, if you want to sew the tulle on a sewing machine, cover both sides of the seam with tissue paper (a color close to the color of the tulle if possible, although anything will work), and then sew the seam. When you are done, pull the tissue, it will come tear right off. I’d likely just do a running stitch by hand.</p>
