<p>No one ever said PSU would meet 100% of need. You have to be realistic - even if they only get 10% from the state that 10% is coming from the state taxpayers - who should and do benefit more than OOS.
However, that being said, there are two options if you are OOS - make sure you have a financial safety (your own “state” school?) or if you really insist on going to PSU then be ready to take out some loans. They also have a limited payment plan (gives you a few extra months) which I did not think was worth it for the fee. But it could be helpful if you really do not have the cash in August and December.</p>
