@kaylan, I’m not exactly sure what you are asking but what I think you are asking: You need to fulfill the major requirements for every UC to which you apply. So, if UCI has additional classes from UCSB, you need to take them. If you get your TAG form UCSB you then can choose to go there or go anywhere else to which you are accepted.
