I think you have a very good chance of admission to Civil Engineering. Not a safety, but fairly close, especially for full pay out-of-state like aandaparent said. Penn State is a solid choice for just about any engineering major and much less expensive since you are a resident, if that’s an issue. Purdue would be a top pick for Civil as well, plus you’d have a decent chance at the presidential merit scholarship there with those stats, making it much less expensive than UIUC for a top-10 program.
