Digital PSAT Adaptive Testing

The PSAT isn’t adaptive, but I think you might be thinking of the SAT or other tests that use adaptive testing. In adaptive tests, although the difficulty of the questions may vary based on your performance, the scoring is still designed to be fair. The test accounts for the difficulty of the questions you’re presented with, so even if you get harder questions, the scoring algorithm adjusts to make sure it’s equitable across all test-takers. Essentially, harder questions are worth more, so getting them right can boost your score more than easier ones.

The digital PSAT is adaptive with EBRW and Math both having two modules, like digital SAT

Fwiw, our school system has ALL 9th graders take the PSAT 8/9 no matter what math level they’re in. 10th & 11th both take the PSAT/NMSQT (although it’s not national merit qualifying for the 10th graders.)
