@Ohm888: Just for some backstory on the OP.
OP is currently starting their Senior year of HS with a 2.5 GPA, no SAT/ACT test scores posted and looking to major in Business.
OP has been given a list of non-impacted CSU’s that they could apply as an in-coming Freshman but CSU admissions are based on GPA and test scores.
@alexoval: Have you taken the SAT or ACT and if so, what are your scores?
Do you plan to take or have taken any AP/IB or DE courses so far that would help you get transfer credits towards your 1 year transfer goal?
If you do not get into your choice college as a Freshman, is your plan to go to a community college and transfer? Do you plan to take classes after HS graduation (summer) to meet the minimum goal of 60 semester/90 quarter units by Spring 2019?
As stated above, if you are a Lower division transfer below 60 semester units/90 quarter units for the CSU’s, they will look at your HS a-g courses and calculate your eligibility index (which requires an SAT or ACT scores) plus you need to fin a CSU that will accept you as a LDT into your choice major. All the CSU’s you listed only accept Junior level transfers.
My advice is based on your posting history, you have struggled in some HS courses and are retaking them. If you are unhappy with your college choices, your best bet is to do 2 years at a California community college and meeting the minimum 60 semester/90 quarter unit requirement for the CSU’s and UC’s. Your HS record including test scores will not be considered and basically wipe the slate clean and start over.
For the CSU’s, they offer the ADT Pathway (A degree transfer with a guarantee) for community college transfers: https://www2.calstate.edu/apply/transfer/pages/ccc-associate-degree-for-transfer.aspx
For the UC’s, they offer TAG (Transfer admission guarantee): http://admission.universityofcalifornia.edu/transfer/guarantee/index.html
