Do I need to submit TOEFL scores if I am an international applicant?

I am applying to harvard’s early action and I am an international applicant. I didn’t take TOEFL, but I did take SAT and got 710 for english and 720 for math. Do I need to submit my TOEFL score? and also, would my score of 1430, significantly lower my chance of being accepted? Because except the test scores, I think my extracurriculars activities are pretty okey.

Harvard doesn’t require an English proficiency test.

Your being international already dramatically lowers your chances. Your scores being below the 25th percentile won’t help
