Cannot answer for “all” colleges but if you are asking about the UCs and CSUs (including Poly’s), then the answer is you can send just one ACT and nothing else. CSU’s have no all scores rule. UCs require all SATs only if you decide to send an SAT but you can instead send just one ACT.
As to sending to those colleges, I assume you are aware that you need send your ACT score to only one UC and all UCs will get it, and you can send the ACT score to any one CSU and then use a tool on the CSU Mentor site to provide the score to other CSU’s after the first CSU has received it…
