Do I really have to send all ACT/SAT scores to UC's?

The UC requirement is stated here http://admission.universityofcalifornia.edu/freshman/requirements/examination-requirement/index.html It states you are required to send SAT or ACT and does not say you must send both if you have both. It states in relation to the SAT that in the College Board’s score choice module, be sure all scores are sent and that it requires all scores. In the next paragraph, it talks about the ACT and does not say applicants are required to send all ACT scores. ACT does not even have score choice since it sends only one test per order. The guidelines provided on that official statement of guidelines thus appear to require you to provide either the SAT or ACT, not both, and you can send only one ACT if you choose. One might argue it is ambiguous and might be construed differently but if a college is going to have a rule actually requiring all SAT and all ACT scores, it is incumbent upon it to make that clear in its guidelines and its failure to do so should not be used adversely against an applicant.

If there is some other rule put out by the UCs that states It requires all ACT scores or both all SAT and all ACT scores, could someone direct me to it because I have not been able to find it, and if the rule is different from what is stated in those official guidelines, it is also incumbent upon the college to make it easily findable.
